Customs statistics show that in 2022 China's cross-border e-commerce import and export scale exceeded 2 trillion yuan for the first time, and the proportion of foreign trade rose from less than 1% five years ago to about 5% today. In the first half of this year, the advantages and potential of cross-border e-commerce continued to be released, with import and export of 1.1 trillion yuan, an increase of 16%. Among them, Shanghai's import and export of cross-border e-commerce amounted to 141.96 billion yuan, up 84.0%. Due to the ability to prepare goods in advance, batch transportation and local return, export overseas warehouse has become an important channel and growth momentum for cross-border e-commerce enterprises to export.

On July 19, the overseas warehouse integrated service platform was officially released. The platform was built by Shanghai Municipal Commission of Commerce in conjunction with tax, customs, foreign control and other departments, guiding Shanghai Cross-border E-commerce Public Service Co., Ltd. to utilize big data, blockchain and other technologies, and representatives of 8 enterprises signed on-site to join the platform.

Shanghai Cross-border E-commerce Public Service Co., Ltd. is responsible for the construction and operation of the Shanghai Cross-border E-commerce Public Service Platform, which will handle a transaction scale of more than 180 billion yuan in 2022, with a transaction batch of nearly 200 million pens, and serve more than 22,000 enterprises. Huang Weijun, chairman of the company, said that this new overseas warehouse integrated service platform is an exploration and innovation to accelerate the promotion of the high-quality development of new foreign trade patterns, and he believes that the platform will help solve the problems faced by enterprises in the process of export tax rebate, cross-border settlement and export return, and promote the facilitation of trade in overseas warehouses.

Overseas warehouse comprehensive service platform uses blockchain, big data and other technologies to integrate overseas warehouse goods export customs clearance, overseas sales, international logistics and other information, to build a closed loop of the whole process of digitized trade within and outside the territory of overseas warehouses, to create a trustworthy electronic information ledger of the enterprise, to provide one-stop services for cross-border e-commerce exports of overseas warehouses such as pre-qualification agent for customs clearance, technical docking, business on-line, etc., and to provide services for the Customs, foreign management, tax departments to provide auxiliary regulatory functions under the cross-border e-commerce export overseas warehouse mode.

"The construction of the comprehensive service platform for overseas warehouse is aimed at solving the pain points and blockages faced by the majority of cross-border e-commerce enterprises in the export of overseas warehouse, such as data collection, export tax rebate, collection and settlement of foreign exchange, etc., and further releasing the potential for the development of cross-border e-commerce export overseas warehouse." Shanghai Municipal Commission of Commerce Deputy Director Shen Weihua said.

Shanghai is one of the earliest port cities to carry out cross-border e-commerce pilot projects. Relying on the national cross-border e-commerce comprehensive pilot zone, the city's cross-border e-commerce, self-built station rapid development, to realize the scale from tens of billions to hundreds of billions of leaps and bounds. Enterprises in the city have cumulatively built more than 138 overseas warehouses with a construction area of 1.79 million square meters. In the meantime, Shanghai has successively issued policy initiatives such as supporting the implementation of opinions on the development of new industries and new modes, accelerating the stabilization of the scale of foreign trade and improving the quality of foreign trade, and proposing to accelerate the cultivation of local overseas warehousing enterprises, encouraging overseas warehousing enterprises to dock with cross-border e-commerce public service platforms and e-commerce platforms, and matching the supply and demand information.
